Solowin Holdings Establishes Dubai Operations Center, Accelerating Expansion into the UAE Market Following Saudi Arabia Expansion
22 Aug 2025

Hong Kong, August 22, 2025 — Following its collaboration with CITIC Construction to establish a new financial technology infrastructure in Saudi Arabia, Solowin Holdings (Nasdaq: SWIN) today announced the official launch of its Dubai Operations Center and the initiation of its application for a Category 3C asset management license from the Dubai International Financial Center (DIFC), continuing to expand its compliant financial services footprint in the UAE.
It is reported that Solowin Holdings has signed a memorandum of understanding with a well-known UAE company to rapidly enter the local financial services market. The company has chosen the DIFC as its Middle East hub, also leveraging its regulatory mutual recognition advantage with the Hong Kong Securities and Futures Commission (SFC) — leveraging Solowin's existing global financial licenses, the DIFC license approval process is expected to be significantly streamlined, with authorization potentially completed within three months. This strategic move will establish a seamless asset channel between the Middle East and Asian markets, providing local investors with compliant digital asset management and tokenization product services.
Solowin Holdings CEO Peter Lok stated, “The Dubai operations center is a key node in Solowin's global compliance network. Leveraging Saudi Arabia's infrastructure resources, we are fully committed to building a cross-regional ‘Digital Financial Silk Road.’” Solowin's initial services will focus on institutional clients compliant with Islamic finance principles, offering structured products backed by Real-World Assets (RWA) and computing power.
